NRCT ICT Master Plan

The preparation of the Information and Communication Technology Master Plan of the National Research Council of Thailand is carried out under the National ICT Policy Framework 2011 - 202o: CT 2o2o. The Framework focuses on becoming a Smart Thailand 2020 under three development strategies: building a strong economy, reducing social inequality, and creating a friendly environment. The government has set a target for the direction of ICT development to become a Smart Government, which has given importance to the development of basic projects that focus on security and encourage wisely and consciously access to devices and technologies that are used in everyday life.

Information and communication technology master plan preparation process

The preparation of the Information and Communication Technology Master Plan of the National Research Council of Thailand B.E. 2558 - 2561 (2015 - 2018) aims to provide a policy framework and development guidelines to manage the use of information technology and communications of the NRCT. The entire guidelines derived from brainstorming of opinions and suggestions from those involved to determine the direction of the practical ICT development of NRCT.

The preparation operation of the Information and Communication Technology Master Plan of the National Research Council of Thailand B.E. 2558 - 2561 (2015 - 2018) assigned related persons to participate in the following activities:

1. Establish a working group for preparing an information and communication technology chapter plan of the National Research Council of Thailand, 2015-2018.
2. Summarize the performance according to the information and communication technology chapter plan.
3. Analyze plans and policies that must be implemented or related to the NRCT.
4. Study and analyze the current status and trend of ICT development.
5. Brainstorming meeting to prepare SWOT to formulate strategies for ICT development 2015 - 2018.
6. Seminar meeting to consider draft strategies, work plans and ICT development projects.
7. Present draft of the information and communication technology chapter plan of the National Research Council of Thailand 2015 - 2018 to the executives and related parties for consideration.
8. Improve and present the complete information and communication technology chapter plan of the National Research Council of Thailand B.E. 2558-2561 to senior executives to sign for implementation and implementation

Mission

1. Integrate work systems and connect and exchange information for management and international research information services.
2. Develop and increase the potential of NRCT personnel at all levels to be able to use information and communication technology in their work efficiently.
3. Develop and manage an ICT infrastructure system that is secure, adequate and suitable in a friendly manner to the environment.
4. Elevate the implementation of the NRCT's missions through electronic systems in line with the e-government integration guidelines.

Goals

Goal 1 Smart Service

• Service recipients can access and use information in digital form with modern innovations through a one-stop service.

Goal 2 Smart Office

• NRCT has a secure, secure, information and communication technology infrastructure that can be used continuously, adequately and cost-effectively according to standards and guidelines for integrating ICT work in the public sector.
• NRCT personnel are knowledgeable and able to apply ICT efficiently and safely.
• NRCT manages and performs government functions with good governance through electronic systems.

Indicators

1. Linking to research services through the website.
2. Development rate of government services at each level to increase by at least 90 percent.
3. The number of ICT equipment used in the operation is efficient and sufficient in the ratio of 1 device per 1 personnel.
4. Percentage of NRCT personnel attending ICT training aligns with government standards.
5. NRCT information system development follows indicator criteria "effective development of government information systems" of the Public Sector Development Commission.
6. Linking to the information system of the NRCT through the e-Government Portal website.
