The National Research Council of Thailand (NRCT) has a policy to develop Thai Research Archives Repository (TRAR) to be an organizational memory and a record keeping of national research funds and intellectual properties to reflect the evolution, the development and the utilization progress of research findings for the purpose of Thailand innovation and wisdom collection 
The mission of TRAR is: 
1.To collect, preserve, disseminate the Thai research archives to be accessible continuously and sustainability
2.To promote and transfer knowledge of Thai research development timelines as an organizational memory.

Under the Parliament Act on administrative regulations for the Ministry of Higher Education, Science, Research and Innovation, BE 2562 (2019) provided in section 13, the functions and powers of the National Research Council of Thailand are:

  • to manage grant funding for research and innovation;
  • to create database and citation index for national science, research and innovation;
  • to initiate, curate and collaborate any significant research and innovation projects of the nation;
  • to formulate the set of principles of research standards and ethics;
  • to recommend and submit knowledge for beneficial use;
  • to support and promote human development in research and innovation;
  • to recognize and honor the remarkable individual or organizational entity in research and innovation.

    The National Research Council envisions being the main organization driving a strong research and innovation system by providing the fund support through research grants, human developments and developments of research and innovation ecosystem in accordance with the Thailand National Strategy.

The aim of the policy to develop Thai Research Archives at the National Research Council is to act as an organizational memory and the budget records of national research history. It is a collection of intellectual property that reflects developments, changes and progress of utilizing research for beneficial use; and also includes the innovation and wisdom found within Thailand. To ensure long term preservation and accessibility, the National Research Council agrees to develop the Thai Research Archives in compliance with the international standards and conventions for data repositories.

Established in September 2021, the Thai Research Archives Repository was initiated by the Department of System and Strategic Information Management for Science, Research and Innovation at the National Research Council of Thailand with the following objectives.

I. To develop the digital repositories of Thai Research Archives by observing the international standards and the selection methodology of important documents of the National Research Council of Thailand.

II. To analyze and define the metadata collection of the research archives of the National Research Council.

III. To set the preservation principles for the research archives of the National Research Council by analysis of the content and metadata of the research archives.

IV. To transform the important documents of the National Research Council and the Thailand research society into digital file types as regulated by the digital repository standards.

V. To submit and index the important documents of the National Research Council and Thailand research society in the digital repositories of Thai Research Archives.

The Thai Research Archives in this case mean the important documents that are primary evidence of the Thai research works that were kept at the National Research Council or at related research network facilities. The archives include the original documents dating back from the first Parliament Act of the National Research Council in BE 2499 (1956) until present.

The important documents mean the original hardcopies of history and development of Thai research works that were stored at the National Research Council office. With supporting data and relevant information resource networks, the documents reflect the identity, the philosophy and the missions of the National Research Council.

The Thai Research Digital Archives system means the digital repository system that is in compliance with the international standards, and the website of Thai Research Archive of The National Research Council of Thailand.
