According to Section 13 of the Ministry of Higher Education, Science, Research, and Innovation Act of 2019, the National Research Council of Thailand is responsible for granting research and innovation funding, as well as creating a national science research and innovation database and index. It will initiate, drive, and coordinate the implementation of important national research and innovation projects and develop research standards and ethics. It shall also promote and transfer knowledge for the benefit of society and support the development of research and innovation personnel through recognition of research and innovation personnel or institutions.

 

The Vision of NRCT

"To be the primary agency responsible for ensuring the strength of the research and innovation system by supporting research funds, developing human resources, and developing the research and innovation ecosystem in accordance with national strategic goals."

 

NRCT Strategic Plan

  1. Improve the management of research and innovation funding in order to meet the needs of the entire nation's development.
  2. Promote and push research findings and innovations toward practical application.
  3. Expand the national information system for research and innovation to embrace all aspects.
  4. Establish national standards for research and innovation that adhere to academic principles and are internationally recognized.
  5. Encourage the development of career paths for researchers and strengthen the status of personnel and organizations in the country's research and innovation system.

 

NRCT has formed an organizational knowledge management (KM) working group, pursuant to National Research Agency Order No. 968/2564 on the formation of an administrative knowledge management (KM) working group, consisting of the following components:

  • Director of the National Research Council of Thailand: Chair of the working group
  • Deputy Director of the National Research Council of Thailand: Vice President of the Working Group
  • Division Director/Group Director/Mission Leader/Representative of Division, Group, or Mission: Member of the Working Group
  • Secretary of the Department and Director of the Administrative Development Group: Member and Secretary of the Working Group

 

It is in charge of developing and reviewing the Division/Group/Mission's main procedures, supporting procedures, and activities in order to improve operations and reduce operational procedures. The duty goes along with promoting and driving new concepts in the workplace through the use of knowledge management (KM) as a tool to increase work efficiency and productivity, as well as developing an organizational knowledge management system.

 

Objectives

  1. To serve as a framework and guideline for the implementation of knowledge management that supports the NRCT's work across all missions and on an ongoing basis.
  2. To achieve the goals, always operate in accordance with the organizational quality system by using knowledge management (KM) as a tool to drive and promote the organizational quality system.
  3. To drive the organization's development into the government system 4.0 and to support the improvement of the quality of government management services (PMQA 4.0).

 

 

Concept of Knowledge Management

Knowledge management is the organization and development of knowledge scattered among individuals, documents, organizations, and communities. Then, organize it so that everyone can access it, develop their own knowledge, and apply it to their work in an efficient and effective manner. It is a guideline for managing the organization to create a culture of learning and further development of knowledge, sharing of wisdom, and application to the benefit of communities or organizations for competitive advantages and the creation of new innovations. It is one of the most important tools for developing the organization's work to achieve success in implementing the government action plan. In accordance with the criteria for enhancing the quality of government management services (PMQA 4.0), section 4, on measurement of performance, analytics, and knowledge management, everyone has access to knowledge, can develop themselves according to their line of work, and applies the acquired knowledge to their own and the organization's advantage.

 

 

Key Elements of Knowledge Management

  • People are regarded as the most important factor because they are both a source of knowledge and a person who benefits from knowledge.
  • Technology is a tool that facilitates the search for, storage of, exchange of, and application of knowledge.
  • Knowledge Process is the responsibility of management to bring knowledge from knowledge sources to users so that they can learn, develop, and improve in order to create new innovations.

 

All three elements must be connected and integrated in a balanced manner. The 2003 Royal Decree on Criteria and Methods for Good Governance stipulate that all government organizations are responsible for developing knowledge on a regular basis, as outlined in the knowledge management policy of the Department of Provincial Administration. They must be able to receive information and process knowledge in various fields in order to correctly apply it to official operations. Rapid and situation-appropriate, as well as promoting and developing knowledge and skills, creating visions, and altering the attitudes of personnel as part of their responsibilities for efficiency and mutual understanding. Knowledge management process activities and Change Management Process activities should be scheduled concurrently so that the organization can serve as a foundation for sustainable learning.
